Position Description

Dynetics, a wholly owned subsidiary of Leidos, is seeking a talented IT Specialist to join a diverse team to create unique solutions for complex problems. Looking for a lead information security position operating as an Information Systems Security Engineer (ISSE) on multiple system boundaries as part of the CyberSecurity Workforce of the 534000E Division. Support assignments are provided by the Division CyberSecurity Program Manager through prepared project plans, schedules, and detailed phases of anticipated technical work descriptions. The ISSE shall serve as an effective team lead requiring substantial interfacing and coordination with Government, military and contractor technical personnel, System Administrators (SA), Department Information Assurance Manager (DIAM), Department ISSE/SA and NAVAIR 726 Information Assurance Division.

  1. the Division technical lead for CyberSecurity Workforce activities and coordinates tasks for the in-house information technology efforts and interacts with the 5.3 Department CyberSecurity Workforce. The ISSE is responsible for leading the effort for installing and testing the system security configuration and monitoring, operating, troubleshooting and maintaining information systems hardware, software and servers. The ISSE supports the Division ISSE to oversee the Division SA(s) who serve as the technical focal point for the installation and configuration of hardware and software on RDT&E computers and servers in addition to Platform Information Technology (PIT) systems. Work pertains to the administration of all RDT&E systems, including a myriad of associated hardware platforms, software applications and numerous interfaces included in the Local Area Network (LAN), Wide Area Network (WAN) and standalone systems. Provides technical assistance and advice to personnel involved in system design, programming, database design, and software application programs. Evaluates machine usage and develops plans for the necessary acquisition to support future hardware and software requirements. The ISSE with concurrence with the Division ISSE tasks the Division SA(s) who develop, modify, and tests overall system backup and recovery strategies for assigned systems. Analyzes, evaluates, and recommends hardware/software changes to various computer systems. Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment. Implements system software changes, operating system releases and maintains the operational status of systems. Coordinates with system developers to resolve solutions to hardware and/or software malfunctions.

ISSE coordinates and guides the Division SA(s) in the accreditation of information system boundaries to successfully obtain the Authority to Operate (ATO) and Platform Information Technology (PIT) Risk Approval (PRA) accreditations. The ISSE works in conjunction with the DIAM and the Department ISSE/SA to manage information assurance programs to ensure compliance with CyberSecurity and Certification & Accreditation (C&A) requirements to maintain information system (IS) enclave security posture. The ISSE will lead new and existing boundary CyberSecurity Work Force efforts and provide mentorship and guidance to the Division CyberSecurity Work Force and boundary users. Represent the 534000E Division in DIACAP Implementation Plan (DIP) Concurrence, and Collaboration meetings with Ech III, Ech II, Navy CA, and NAO. Provide direction and support to the various Programs/Labs to develop complete accreditation packages within required timelines. Provide status reports with target completion dates and milestone updates, and communicate challenges, hurdles, and requests for information to the Division Program Manager and 5.3 Department. Coordinates with system accreditors during boundary reviews and audits.

The ISSE will guide the Division SA(s) to enforce system access, operation, maintenance, and disposition in accordance with local policies and practices and manage the following efforts: Verify that personnel meet required security investigation, clearance, authorization, mission requirement, and supervisory approval before granting access to the information system. Perform network scanning and vulnerability assessments with approved software. Verify all processes, security features and configurations are unaltered. Document mitigations for configuration variations from cyber security technical implementation guide standards. Ensure secure configurations include all pertinent patches and fixes by routinely reviewing vendor sites, bulletins, and notifications and proactively updating systems with fixes, patches, definitions, and service packs. Maintain current anti-virus (AV) engines and definitions on all information systems. Manage and review user accounts, access, and logins and suspend or terminate accounts in accordance with local policy. Remove inactive accounts that exceed defined inactivity time thresholds and departing users’ accounts before departure.

The ISSE will support Certification and Accreditation (C&A) efforts by auditing hardware lists, software lists, and system diagrams as well as supporting Annual Validations. Manage the organization’s programs to ensure compliance with Computer Tasking Orders (CTOs) and Network Technical Directives (NTDs), apply latest Security Technical Implementation Guides (STIGs), load software patches, and respond to Information Assurance Vulnerability Alerts (IAVMs).

Basic Qualifications

Candidate must have at least two years of relevant experience.

Knowledge of project management techniques and tools sufficient to provide technical guidance on the implementation of emerging software and hardware computer and server technologies.

High School Diploma, GED, or equivalent 

Experienced in the Certification and Accreditations of systems using NAVAIR CyberSecurity processes, risk assessment/incident response skills; ensuring compliance with DoD computer security regulations and policies.

Knowledge of a variety of Windows computer operating systems on desktop and servers.

Knowledge of the overall architecture of the systems administered in order to install and maintain software and hardware configurations.

Knowledge of a wide range of information technology standards, principles, concepts, methods, policies, and authorized approaches.

Knowledge of agency applications, operating systems and components, protocols, and various hardware and software used in order to conduct system administration functions.

Security + certification is required.

Other Qualifications

Majority of the work is performed in a laboratory setting with frequent effort in the hangar area.  During work in some laboratory locations, ear and eye protection devices may be required.                                                                                                                    

Security Requirements

Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.
