Position Description

Dynetics, a wholly owned subsidiary of Leidos, is seeking a talented Subcontracts Supervisor to join a diverse team to create unique solutions for complex challenges. With offices across the United States engaging in the defense, space, cyber and commercial fields, Dynetics provides responsive, cost-effective engineering, scientific and IT solutions for a variety of customers.

Candidate will be responsible for leading and supporting a team of supply chain individuals to improve functional support across the Dynetics wide range of programs and special projects. Must be able to promote team atmosphere and help cultivate improved communication and training for problem solving. Applicant will be responsible for creating, analyzing and administering a wide variety and value of subcontract awards within a predominant DOD environment. Responsibilities include but are not limited to:

· Mentoring, training new employees and coordinating activities with supply chain team members

  • Participating in standardizing current practices, guidelines and work instruction development.
  • Team leadership of subcontract support from the proposal stage to the project close-out
  • Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.
  • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.
  • Works with team members to resolve issues/provide guidance on tasks assigned
  • Administer subcontracts of differing dollar values, risk, and complexity (IDIQs, BPAs, Stand Alone, etc.), including drafting of agreements, negotiation, correspondence, documentation, and certification
  • Support proposal efforts by preparing documents (including pricing and other required documents), managing subcontractor data calls, assisting with Small Business Subcontracting plans, and other duties as required
  • Assure records are maintained regarding subcontractor terms and conditions, issue funding, issue subcontract modifications, and execution of subcontract/task order award and modifications per required authority
  • Request subcontract reports, to include Small Business Subcontracting reports, monthly status/financial reports, and other contractual deliverables as required
  • Conduct price and cost analysis and facilitate subcontractor negotiations
  • Assure compliant records are maintained in accordance with policies and procedures; and perform other related duties as assigned

Basic Qualifications

Candidate must possess a BS Degree in Business Administration, or related field, and 4+ years relevant experience in a DOD government contracting/procurement environment.

Candidate must have strong technical writing skills including expertise in evaluating, negotiating and executing labor and service awards in accordance with the FAR and best commercial practices.

High level of articulate communication skills both written and verbal are required.

Experience in subcontracting and related functions with particular emphasis on negotiation and subcontracts administration

Experience negotiating terms and conditions

Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.

Strong organizational, analytical, problem solving, written and oral communication skills.

Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.

Ability to multi-task and work in a fast-paced environment.

Other Qualifications

Deltek Costpoint experience preferred.

Security Requirements

Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.
